There's a baby near the center, and what appears like a folded baby stroller in the far left, tied to the baggage. I can only imagine those horses were in for a rough job on any minimal incline, it all looks quite heavy.
Well, I wouldn't think wheels would be much good in the snow, but it still looks as if they are asking a great deal of those poor horses.
A wagon wheel would punch right through that snow up to the axels and be stuck, stuck, stuck. There would be snow on the road constantly for six months or more on Dawson Pass in Alaska. Hence a sleigh would be a neccessity.
The horses most likely had spiked shoes as well...to help with their traction up hill.
